A pack covering thirty markets holds thirty rows in our index. The plan count above counts it once, because that is the honest answer to "how many plans can I buy here".

Separate

Unlimited and pay-per-GB plans are excluded from every median and percentile. A throttling threshold is not an allowance, and mixing the two makes a gigabyte look cheaper than it is.

Compare like with like

A regional pack is measured against the median of the markets it covers, not against its own headline price. That is the only comparison that answers whether the pack is worth buying.
